Proceedings of the First Conference of the International Society for Hermeneutics and Science.

The papers in this volume reflect much of the current unease of a world that perceives itself once more at the edge of chaos. The authors present different vistas of that experience and their inherent dialectic, expressed in numerous and ceaseless conflicts between ordering and disordering processes. They can be read as comments on the ongoing processes that lead toward greater complexity.

The state of the art of contemporary philosophy and psychiatry is reviewed. Section 1 describes the new field as an international open society of ideas. Section 2 introduces values-based practice. Although originally a philosophy-into-practice initiative, values-based practice is now developing more strongly in areas of bodily medicine such as surgery. An example from surgery illustrates how values-based practice has been implemented as a partner to evidence-based practice in supporting shared clinical decision-making as the basis of best practice in (...) contemporary person-centered clinical care. Section 3 explores the difficulties presented by implementing values-based practice in mental health as illustrated by a case example of anorexia. This shows that these difficulties derive from the particularly intense challenges of values pluralism presented by anorexia. The resources of phenomenology provide the basis for an effective response to these challenges. Section 4 generalizes the argument of Section 3 showing that an effective response to the wider range of challenges of values pluralism arising across the board in mental health is available from the resources of the international open society of ideas of contemporary philosophy and psychiatry. Much neuroethics literature concludes with a set of normative recommendations. While these recommendations can be a helpful way of summarizing a proposal for a future direction, some have recently argued that ethics scholarship has devoted insufficient attention to considerations of audience and real-world applications. To date, however, while scholars have conducted topic analyses of neuroethics literature, to our knowledge no study has evaluated who neuroethics scholarship addresses and what it recommends. The objective of the present study therefore was to provide (...) a preliminary characterization of recommendations offered in neuroethics scholarship and an assessment of their target audiences. Rather than attempting to demarcate what constitutes “neuroethics scholarship,” we analyzed text that authors’ had self-identified as being neuroethics-related: abstracts presented at the International Neuroethics Society (INS) annual meetings and published as top abstracts in AJOB Neuroscience in the last decade (2011–2020). We found that a majority of abstracts utilized conceptual methods (62.2%) and provided conceptual recommendations (68%). Roughly 77% of all abstracts did not explicitly address a target audience, yet nearly all of these were implicitly directed at other scholars. The remainder specified a target audience of scholars (12.2%), regulators (6.7%), healthcare providers (6.7%) and industry (2.6%). Only a subset of abstracts provided practical or policy recommendations (19.7%). Of those, the majority (61.5%) did not specify a target audience. Among the subset with actionable recommendations, a clarification of target audience may help increase the impact. (shrink)

Stakeholder literature tends to presume that effective stakeholder dialogue, occurring directly or indirectly, among a focal firm, local communities, governments, and nongovernmental organizations is desirable for successful firm–stakeholder relationships. Even if theoretically desirable, effective dialogue does not always occur. There are two key theory-informing lessons in Botnia’s Fray Bentos successful green field pulp mill investment and start-up in Western Uruguay. First, critics could not halt the project politically supported by Uruguay in an expanding multi-party international dispute. Second, the Botnia (...) corporate communications process did not succeed in building consensus relationships, and attention was not paid to discourse creating shared meanings among all stakeholders. Participatory relationships were few, and successful dialogue was at best limited to supporters. This article uses discursive analysis to examine how newspaper and press release texts and language used therein both shaped and reflected the dynamically changing nature of firm–stakeholder relations in the Fray Bentos dispute. Despite the focal firm’s professed good intentions to create participatory relationships with its stakeholders during the building project, various stakeholders opposed the project and Botnia was caught in the crossfire of heated debate between Uruguay and Argentina. Three different frames changing over time are identified: the investment frame, the conflict frame, and the political frame. The analysis shows that the relationships between the focal firm and stakeholders involved many meanings only partly shared, due in part to a lack of corporate appreciation for the role of language in managing firm–stakeholder relationships. The three-yearly conference of Italian Society for Logic and Philosophy of Science (SILFS) has taken place in Bergamo, the 15th, 16th and 17th December 2010. The charming venue has been the former convent of Sant’Agostino, nowadays University of Bergamo. The conference program has been structured distinguishing plenary and parallel sessions: the first ones were 40 minutes long and designed for international guests: S. Abramsky from the Wolfson College of Oxford, A. Hagar from Indiana University, P. Janich from Philipps (...) Universitaet of Marburg and S. Okasha from University of Bristol. The complete program of the conference can be downloaded here: . We followed all the plenary sessions, and the first part of our report concerns them. There is just the exception of professor S. Psillos’ talk, which was indeed programmed, but didn’t take place due to greek unrest of the last December. The second part of our report concers the parallel sessions, that were 20 minutes long and designed for concurrent talks split between subject areas. We will keep this division into areas in our report and we chose four talks per area. However, it must be said that we had not watch the parallel sessions completely, since their being simoultaneous. This means that our review of the conference will be perspective, both because of subjective standpoint and because of the mentioned limitation. Still we hope we can offer a quite complete picture of the three-days conference, as we hope this overview may be considered as a general review of it. Just a few words must be still said to introduce to our review. The structure of each review will consists in a presentation of the talk’s author(s) (which we faithfully copy hereinafter) followed by a brief remark by us. Since many compliments could be surely done to the SILFS’ organization and to the University of Bergamo, an overall effect seems hard to be drawn, because of some arising perplexities. Although these are just our shared impressions about the conference, we think they must be remembered. One could note outward that the conference have had three official languages: English, French and Italian. Apparently, this is something that has not been justified since French has been useless and Italian has often prevented the comprehension by foreigner attendance. Many defections have taken place, something that could be said about the conformity with the program (in spite of the high number of speeches). Of course these defections have been caused by different reasons, but they become an indication of lack of professionalism as the number grows. Coming to an estimation of the inner issues, first we are seriously puzzled about the selection criterion (if any) which the SILFS has chosen the invited speakers with. One can notice that excellent talks have been put together to shallow speech without substantial scientific commitment. One has to keep in mind that who is just worthless, much lowers the general level. The topics have been various, although many were historical reconstruction and the "historiographic" approach in the study of Philosophy of Science seems therefore prevailing. Those talks whose subject was Logic and its applications, have been the highest-quality ones, by the fact that they were close to contemporary researches. More specifically, we would like to quote those concerning Quantum Computation and Logic of Quantum Mechanics. Talks of Philosophy of Biology and Cognitive Science were first-rate works, too, having showed high proficiency, though even specialistic topics were often technically handled, to the detriment of laymen (as us). This article explores what Cicero as a political thinker can offer to the study of international relations. Although previous readings of Cicero have emphasized his Stoic influences and his natural law teaching as the basis of a cosmopolitan world society, I emphasize the way in which Cicero can deepen the concept of international society. International society relies on certain norms and institutions to function properly, such as international law, sovereignty, and the use of (...) war to restrain violence and redress injustice. We find all these concepts articulated clearly in Cicero’s moral and political thought. Cicero also shows the limits of these institutions and norms, explaining why none of them is absolute. Finally, Cicero adds to our theorizing about international society by drawing attention to the role of honor, ruling, and inequality in international society. As such, classical political thought, and Cicero’s in particular, provide a valuable resource for future thinking about international theory. (shrink)

The article presents the results of the analysis of international legal regulation of the protection of freedom of speech, the right to freedom of expression within the UN and the Council of Europe. A comparative analysis of the definition of the right to express views and beliefs in various international legal acts was made. The case law of the European Court of Human Rights in cases related to the exercise of the right to express one's views and beliefs (...) on the Internet was considered. The analysis of the legislation of foreign countries regulating the right to express views and beliefs online was carried out. The materials of the article are of practical value for scientists and practitioners dealing with the issues of legal regulation of freedom of speech, the right to express views and beliefs, for forecasting and planning scientific research, improving legislation, for higher education teachers in educational activities, as well as for all interested persons. We consider a society whose members have to choose not only an outcome from a given set of outcomes but also a subset of agents that will remain members of the society. We study the extensions of approval voting, scoring methods and the Condorcet winner to our setting from the point of view of their internal stability and consistency properties.

I finished the first draft of this lecture just before the NATO bombing campaign against Serbia began — a campaign that provides, I think, a prime example of the failure of international society. A double failure in this case: its political agencies were not able to respond in a timely fashion to the disaster of the former Yugoslavia, and then they were not able to find a more effective form of military intervention. The problem both times wasn't one (...) of organization but of political will, and I am afraid that I won't have much to say in this lecture about how to solve it. No doubt there are organizational structures that lend themselves to swift and strong action in a crisis.But these structures can as easily produce reckless and cruel acts as wise ones, and so we need to limit their powers. And then, properly limited, they may not act at all. This dilemma is an old one, and my way of dealing with it — which, as you will see, is to multiply structures and agents in the hope that somewhere, somehow, someone will do the right thing — will certainly seem inadequate. I concede immediately that I cannot produce an organizational chart showing how a decision to act rightly in international society would be deliberated, and decided, and then resolutely carried out. There is no such procedural or organizational solution; we have to think instead of a political strategy for coping with crises and for creating the sorts of agents that might cope successfully. That's my goal. It doesn't answer to the urgency of the daily news, but these days nothing could answer.I imagine the possible political arrangements of international society as if they were laid out along a continuum marked off according to the degree of centralization. Obviously, there are alternative markings: the recognition and enforcement of human rights could also be measured along a continuum, as could democratization, economic laissez-faire, welfare provision, pluralism, and so on. But I think that focusing on centralization is the best way of opening a discussion of international politics and the quickest way to reach all the other political and moral questions, above all the classical question: what is the best or the best possible regime? What constitutional goals should we set ourselves in an age of globalization?My plan is to present seven possible regimes or constitutions or political arrangements. I will do this discursively, without providing a list in advance, but I do want to list the criteria against which the seven arrangements have to be evaluated: these are their capacity to promote peace, distributive justice, cultural pluralism, and individual freedom. Obviously, within the scope of a single lecture, I will have to deal much too briefly and summarily with some of the arrangements and some of the criteria. This is especially regrettable since the criteria turn out to be inconsistent with, or at least in tension with, one another. So my argument will be complicated, and could be, probably should be, much more so. (shrink)

In international relations, reciprocity means a phenomenon based on international law that maintains equality, continuity, and stability of cooperation between states. Most of the time, the logic of contract and rationalist perspectives prevail to deal with it. Nevertheless, reciprocity does not exclusively embody a contractual mechanism that aims at a symmetrical balance between two partners. Marcel Mauss was one of the first sociologists to observe the existence of group cohesion when studying reciprocity in his gift-giving model. Beyond a (...) dual relationship, Mauss unveils an intergenerational solidarity that he calls “alternating and indirect reciprocity.” Implicitly, this refers to chains of reciprocity developed earlier by Malinowski. Yet, it enriches the notion by also including intergenerational links. This article proposes to extend the Maussian framework to the international level because sociology is not limited by borders of national societies as Mauss underlined himself. Today's world is post-colonial and post-Cold War. These twin characteristics explain why international society is also riddled with the two major forms of injustice which Nancy Fraser identified as afflicting national societies. First, the economic and social disparities between states caused outcry in the 1950s when the first steps were taken towards decolonisation. These inequalities, to which a number of emerging states now contribute, are still glaring and still pose the problem of the gap between formal equality and (...) true equality. Second, international society is increasingly confronted with culture- and identity-related claims, stretching the dividing line between equality and difference. The less-favoured states, those that feel stigmatised, but also native peoples, ethnic groups, minorities and women now aspire to both legal recognition of their equal dignity and the protection of their identities and cultures. Some even seek reparation for injustices arising from the past violation of their identities and the confiscation of their property or land. In answer to these two forms of claim, the subjects of international society have come up with two types of remedy encapsulated in legal rules: the law of development and the law of recognition. These two sets of rights are neither wholly autonomous and individualised branches of law nor formalised sets of rules. They are imperfect and have their dark side. Yet they can be seen as the first milestones towards what might become a fairer international society; one that is both equitable (as an answer to socio-economic injustice) and decent (as an answer to cultural injustice). This book explores this evolution in international society, setting it in historical perspective and examining its presuppositions and implications. (shrink)
